I've literally never had trouble explaining to a child of any age that they cannot simply run up to a dog without first checking in with the dog's owner and then checking in with the dog. Literally never.

I'm sure there will be a first time, but - LW, teach your kid to respect other people's dogs and fences! And if your son is unable to learn that, supervise him better! This is not rocket science!
